Click the quote button in the top right hand corner of that person's post, and it'll load up the reply screen with their quote there.

can u make it so u can highlite a section of writing and only quote that?

You just delete the section that you don't want quoted while you're on the reply page... it's not overly complicated to work out ;)

or alternatively, if you wanted to quote several people or something, you can use the following syntax:

[belly_up]

which comes out like this:
