I don't think it has been covered, as I searched.
I would believe the number one song which gets to me is
'Hurt' covered by Johnny Cash.
And also 'Tears in Heaven' by Eric Clapton.

One by Metallica. If you have watched the video clip or read the lyrics you will know what i'm talking about.
My Immortal - Evanescence. Theres a depressing nature of the song and the origin of the lyrics.
Also my guitar teacher has a book with the 52 most depressing songs of all time, i'll check that out and get back to you.

Some Pink Floyd stuff can be pretty melancholy, not always lyrically but some of the instrumental stuff kinda gives you chills.

Yeah, Pink Floyd have that vibe about them, they sing allot about war and death, who likes war or death? The music acompanies the lyrics perfectly and creates that sad mood. Try "The Final Cut" (album).

'The End' by The Doors is another one.
"I was only 19 (A walk in the light green)" by Redgum really gets to me I really don't know why. (I have a bunch of mates in the service, but i don't really think thats got much to do with it).
and...
"Eyes shut tight" by Downset, but thats just kinda messy/angry.

Adam's Song by Blink is pretty sad if you listen to the lyrics, Tears in Heaven is downright depressing, and so are a number of Placebo songs like Blue American and Narcoleptic. But it's hard to pick just one - some are sad because of the melodies, some because of the lyrics, and others a combination.

Here's a few tear jerkers for ya. I couldn't really narrow it down to a single song although I've got a few of my own that probably aren't that sad on their own but in the context I see them (break-up songs, holiday tunes, funeral music etc) they are. I'll be buggered if I'm telling you lot my deepest darkest secrets though, so here's a list of songs that are sad for everyone!
'Hallelujah' The Jeff Buckley version (although pretty much anything written by Leonard Cohen is a winner)

'Atmosphere' Joy Division (Hard to narrow it down to just one track by JD though...)
'Time' Tom Waits
'Local boy in the photograph', 'Billy Davey's daughter' The Stereophonics (Both tracks came off their first album and both deal with small town tragedies)

I recently bought the soundtrack to the movie 'The Fountain' and have to say that the music contained within is some of the most moving i have ever heard. The music is like a character of it's own inthe movie and compliments the story perfectly. Definitely worth checking out if you have't already seen it.

Quadrophenia by The Who. One of the very first concept albums consisting of 2 LP's worth of desperation, teenage angst and amphetamine psychosis wrapped up in a blanket of hoplessness and frustration.

'Cat in the Cradle' Harry Chapin - it's all about a son growing up with an absent father who's full of promises yet never delivers. Most will probably know the Ugly Kid Joe version better.
'Lord Anthony' Belle and Sebastian - From their Dear Catastrophe Waitress album. It's all about bullying at school although if you ask me it sounds like the little git probably deserved it. A bit of National Service would sort that sort of idle behaviour out for a start! oh, sorry where was I....
'Disco 2000' Pulp - Yeah, it's a real jaunty tune that was the soundtrack to every party and student disco in the mid '90's but it is still a song all about unrequited love and just how shit adulthood actually is compared to your teenage aspirations. Absolute balls of course, I've been having a whale of a time since leaving school and discovering credit cards, drugs and hookers...
'Leaving on a jet plane' John Denver - It's a sad song that anyone who has to travel far from family and friends regularly can identify with. It's also worth a mention as John Denver died in a plane crash bringing a haunting extra meaning to the lyrics
'Luka' Suzanne Vega - Despite being a nice catchy classic '80's pop tune it's all about a little boy who's getting physically abused and is trying to justify it to the outside world. A gentle reminder that there are some absolute wankers out there with kids.

This is quite a new song but it makes me not only sad but think about what is happening in the world today. The music really sets the mood and the final repition of

It's a story about Andy's friend Wendy who found out she had AIDS and called all her friends one night to say goodbye because she would kill herself the next day. Pretty awesome stuff.

Hmmm i was going to mention a couple of Radiohead songs... but its a weird one, as slow and solemn as their songs can be theres always this optimism somewhere. e.g. Lucky, the tune is no party starter but if you actually listen to the lyrics, its pretty hopeful.
I guess when I'm listening to Radiohead im not expecting cheery songs, its a different sound and thats what I like about them. I have to step back and listen to some of the longs a little more superficially to think "hmmm thats actually a bit depressing"

Have to agree with Tomorrow Wendy, had a friend called Wendy found out she had cancer, didn't kill herself but it took her pretty quick.
Happiness by Grant Lee Buffalo, My own prison by creed, Run by Snow Patrol, It may not jerk tears but Unsent letter by MGF is quite poignant for me too. Dear God by XTC always seems to challenge my faith.
Amazing Grace on the pipes just kills me too, they played it at my late grandfathers funeral, I love the pipes but that tune levels me.
I guess it comes down to whatever works for you, there are far too many to list.

Agreed. A lot of people will say 'oh they're just emo screamo', but they're my favourite band for a number of reasons. Mainly because their music kicks ass, and because all of their songs have a proper message, not just a song that sounds good.
'Carrion' does it for me, mainly cos its sort of true to me. And 'Smoke Em' somewhat too. Very meaningful.

I love the blues but cannot think of any that actually tugs my heart strings. Well, maybe Stevie Ray Vaughn "Couldn't Stand the Weather" because it's about how farked up the world is.

Adam's Song by Blink is pretty sad if you listen to the lyrics, Tears in Heaven is downright depressing, and so are a number of Placebo songs like Blue American and Narcoleptic. But it's hard to pick just one - some are sad because of the melodies, some because of the lyrics, and others a combination.
Agreed about Adam's Song, really one of the saddest songs i've ever heard, when, as you said, you actually listen to the lyrics.

The song was made before Proof was killed. I think it might be about Bugz which was one of the member's of the original D12 but got shot. could be wrong though.

Just came across this one yesterday, off Relient K's latest album '5 Score and 7 Years ago'. The song is 'Deathbed' and this is the Chorus:
