This will either confuse the hell out of you, or will make sense!
With the other lock nut and axle nut, put the axle in your fork tightening up the lock and axle nuts up against the fork. So you need a spanner on both nuts. Do that up real tight and the axle won't be able to spin.
You should then be able to undo the other locknut as you would normally, then use your two spanners to loosen the axle and lock nut that are tightened against your fork drop out.
Sooo, does that make sense????

made sense to me, because ive done it before
but i'll try and make it even simpler?
1) with your bike upside down, tighten your front wheel (all back together) very tight in your forks
2) loosen off the axle nut on the side with the lock nut you wish to loosen off
3) use a spanner/shifter to loosen off the lock nut
4) loosen off other side axle nut and remove wheel
easy :)
