Not Receiving Goods

I am having trouble communicating with the webmasters and one particular person who I have paid money to and not received any goods. We can improve the site so to have a an area to have people's name displayed who dont deliver goods when paid for. Also an easy message to webmasters etc would be great.

there is already the iTrader system in force. you can view peoples trading history and also leave positive, negative or neutral feedback on thier iTrader. check out mine in my sig then if you want to view a members iTrader just change the nubers after u=##### to the numbers of the members profile

Thanks for reminding me about the Itrader system. I have gone to his and checked him out. he has all positives but still refuses to answer any of my messages or pm's. How do I get someone to contact him or someone in the system to contact him in regards to the matter. dad wants to go to the police but I dont want to just yet.
