Adobe is without doubt the king. After really getting down and dirty with it everything else seems dodgy.
But a good easy to use option is Ulead Video Studio

fritta, google search, Adobe Premiere Tutorials. yeh go adobe premiere but you if you haven't done any editing before than you'll prolly struggle with using premiere.

All the programs mentioned are very good, I've used Ulead Studio7 etc, but if all you need is to paste some home video together and add a soundtrack AND you are using XP then Win Movie Maker (2.0) is simple to use plus it can have less hassles with formats etc. It is included in XP, it seems less finiky, but does not have all the options of the others.

Premire is awesome, but i think it lacks in rendering. I would prefer to use Sony Vegas, the new series (5.0) is a step up and really does come close to premire, if you know how to use it.

Depending on the platform you are on Final Cut Pro is worth a look. It is mac only, but after having cut for 2 years on Premiere, Final Cut Pro made premiere look like shit.
If you are on the PC, I would check out Vegas Video. For simplicity and speed of cutting, you cant go too far wrong.
As far as an editing workflow goes, Premiere tends to add in unecessary complication, and the interface lacks that certain intuitive touch. If you can cut with Premiere, great. If you are new to cutting, I would suggest checking out something else.
Also, someone mentioned iMovie. If you are on the mac, this is a great way to get started with cutting, requiring almost no instruction time.
If you get stuck with details, fee free to PM me. I am an editor, trainer and system designer. I might be able to point you in the right direction.
Cheers
