It's the FRONT PORCH. :P

Back in the day (and maybe still now), Mongoose had an adjustable headtube, which you could screw up and down to change the angles+bb height. It was called the "front porch".

And just looking up their webpage, apparently they still have that system on their "black diamond" bikes. Mmmmmmm, I like loctite ;)
