Some pretty good info in this thread (http://forums.farkin.net/showthread.php?t=4221&highlight=picture+resize).
Just for the record, I use XP SP2... for viewing, I use microsoft (hell, I almost typed "shimano") Picture and Fax viewer. I use it to browse my uploaded photos until I find ones I want to use. When I see a good pic, I'll usually crop it a bit, easy as right clicking "edit" on the picture and it switches to MSPaint, where I'll crop the picture just by dragging the whole picture accross the screen to the top left corner, then resizing the bottom right corner by dragging the picture box to suit. I'll save it to file as a jpg, then if it needs to be resized, I use Microsoft powertoys picture resize util, which, when installed, allows you to click on the picture file in the explorer window, and select "resize", it'll then give you a few options for resizing (ie, 640x480 for something compact, 1024x768 for big screen viewing), and then save a new, resized file.
Sounds a bit complex, but it's very easy to do, no hassle at all, and I found it to be the best method, alot better than resizing it in a dedicated image editing program.
