Where in Melbourne or Australia can i buy frame parts like, BB shells, head tubes and dropouts.

Depends what you want specifically, but a bike shop might be able to hook you up with the right contacts... as I do remember a few wholesalers having generic bits and pieces in some of their catalogues. Otherwise, framebuilders such as Paul Hillbrick will be the ones to talk to, Hillbrick in particular as he imports tubesets.
But if this is for a DIY frame project, I say you should make your own parts, if you're thinking about welding a frame, then machining a few more parts shouldn't be an issue... and if it is, well... hrm...
