The trading access requirements were changed some time ago so people didn't so much have to be a member for a certain time OR have a certain number of posts, but rather had to DEMONSTRATE their ability to use the forums as per rules and expectations etc. See here -

Time wise? Well usually only a couple of days max, but it depends on when one of the site volunteers gets to the applications (there's lots) AND whether or not your application was deemed to be any good. We still look back through your posts and to be honest if they're all crap then we'll just ignore an application until the member lifts his/her game.
