letter technique

one for you legal people out there. Is there any particular layout that is effective for a letter of submission to a local council? and does a partition make that much of an influence on the councils decision? i know a committie with respected citizens is always helpful and having a councilors backing will also help. Do you guys follow any guidelines when you make suggestions/letters of submission to your councils? and any other general info about submiting documentation to councils would be handy!
