Time stamp problem in forums

I've got an odd problem with a few forums, including farkin, where the time is listed as GMT +11 instead of GMT +10. For example as I type it says at the bottom "All times are GMT +11. The time now is 04:56 PM.". The time is set to GMT +10 in windows. My timezone in the user CP is set at GMT +10.

I only have the problem on this particular PC, and I have the problem on a few forums. It's driving me a little nuts! Any ideas?
