Just ride around doing cross country. You'll find heaps of jumps, and meet people. Befriend these people and they'll tell you where they've seen other jumps.

as said before people aren't just goin to tell you were they are, ask your friends that ride with you, or just ride around till you find some but then try and find the trail builders and let them know you want to join in

Yes, there are plenty of jumps in the northern beaches area. Sometimes, jumps are constructed on council owned bushland. Sometimes, jumps are constructed in national parks. In most areas in Sydney with decent property values, bushland only exists in the aforementioned species. Jumps built in these places don't last long.
The northern beaches has plenty of crown land, administered by the Department of Lands. It also has bushland owned by the Aboriginal Land Council. Finally, it has plenty of bushland owned privately by individuals and organisations, such as churches and waste management centres.
These groups tend not to have the funds, nor the inclination to demolish jumps. Thus, jumps tend to be built and refined. Some of the finest public but unauthorized jumping areas in Australia (So I've heard) are located on the northern beaches.
Whilst some areas of bushland are on private lands, the lands tend not to be inclosed by fencing or natural features. Thus, it's not criminal trespass to enter them and ride around on them,
My tip to you is to take up technical XC riding. Not only will you find many jumps, you will also have a great time. I'm going to the UK shortly. When I return, in December, I'd be happy to show you some areas to ride cross country.
I'm not the right person to ask about jumps.
I'd offer to help you find a location in St Ives to construct some jumps, as there are plenty. However, it appears that you, your tractor, and your 150 tonnes of dirt already have that aspect sorted.

yeah rain sucks. No more jumps on the northern beaches... :(
But if you really want to find trails to ride, go ride at skateparks and ask the people with dirty bikes where trails are. To find skateparks, call the council. Use the internet to talk crap, not find out where people's trails are.
