same size as your seatpost clamp.
not necessarilly, some frames have externally butted seat tubes, the size will be stamped on the inside of the band clamp. a 34.9 can be used with adapters to fit a 31.8

I've got a Shimano Acera 31.8mm and Deore 34.9mm for sale here (http://forums.farkin.net/showthread.php?t=55890). I *may* have an adaptor for the 34.9 one to make it 31.8
Edit: found the adaptor, let me know if you're interested
