Eastern Havock?
Hope and Thomson are the lightest but I think out of your range. Try the for sale section.
The Eastern is less than 10 grams more than the Thomson, and you don't have the fragile and binding little bolts, you also don't get the Thomsons finnish but what are you trying to acheive, asthetics and performance or performance?

25.4 you mean?
With those requirements the only stem that comes to mind is a Thomson. Buy online from somewhere like CRC and you can pick one up for about the $140 mark.
Could also look at a Diabolus stem. from memory they weight about 250g's and can also be picked up for about $140 off CRC.

Do you mean 25.4?
Thompson have an Elite stem in that size and it's only 156 grams, but would probably be too expensive unless you found a second hand one or shop online.
Otherwise, the Azonic Shorty is only like 215g and the Easton Havoc is 225g.
EDIT: purely beaten by these ^ two, oh well
