Gold label's would be a good choice, would need to be patient and stretch your budget though.

You're scared about Argyles breaking, But you're considering Gold Labels? stupidest thing i've heard. Do some research, Use some real spelling and grammar and DON'T use SMS talk around here.

stuff from CRC has the manufacturers warranty with them. You can read about warranty on the website
as for wheels, hope pro 2's on mtx's or 721's, you can't go wrong

Well I'd go Gold Labels if you are still up in the air...as for a wheelset...the options really revolve around the hubs...rims are a no brainer, Mavic 721's, but in terms of hubs I'd say go Tuff Neck hubs...the front hub is super practical being able to easily swap between a QR set up and a 20mm set up, and the rear hub has a fantastic click! Plus the money you save on the hubs can be used to pay for the labour of building a wheelset. Hope that helps.

They look sweet as.
To ride would be similar if not the same to the '07.
But the '07 250 is a great bike. A beast to manual ;)

Norco 250 '07 goes for RRP$1399
Not sure about the '08. Should be about the same.
Might be tricky to find an '07. Their really popular coz their a great bike (even though their colour scheme was designed by Paul Frank).

Wombolts aren't much more than that locally not worth the hassle of going OS.

does your frame have a euro bb? because i have heard that 22mm spindles can squash euro bearings...

That would be a fantastic idea. But it would be just as good if you got some lightweight and strong MTB cranks.
EDIT:
Then again profiles would be cheaper
