I have a bike that i have orded for the 08 session and it has a really low bb 340mm and the head angel is a little step at 67 degres. I was wondering if i shift the spacers inbetween the stem and the frame to inbetween the frame and the fork. This should afect the head angel but will it work. Are the spacers strong enough will they fit please help.

big no no

a) the spacers were not designed to be under a compression load, and will most likely fail. As well as the possibility of your steerer tube failing due to the extra leverage created by this setup.

b) headset bearing wont be engaged properly because the bearing race is pressed on to
the crown of the fork, even if you put the bearing race above the spacers see pt a)

youre pretty much stuck with that head angle unless you get a taller fork
